I think mostly this is an issue with the mod portal - the dependency on 'base' is not displayed in the web dependencies list even though that's the place to set a requirement on a specific release (and it shows prominently in the in-game mod UI); I found out the hard way that if the factorio_version is set to something other than just 0.17 it stops being considered a 0.17 mod at all by the filters.
