Yes! This mod was originally intended to run as a scenario. Look into to hijack.lua post on the forum. The data file can be ommitted as it's only purpose is to try and ensure a close oil spawn, but if you want to reroll maps (or just dig your way to oil the hard way) it's not necessary.
