We found that with The Floor is Lava enabled and 10 players the UPS usage jumped up to 8. In single player it uses 0.2~ on my pc, so I would expect 10 players to be 2 and not 8.

I seriously doubt that's causing the lag. It's on all of the time for 20+ player servers when I host. This mod is very intensive during chunk generation so that might be what you're experiencing. Which is exactly why this function exists! To limit exploration and thus chunk generation.
