I really want to play with that mod... Buuut c'mon Bro, fck this, i'm not going to touch this mod ever again, if you don't add power poles and belts, optional or not, do what you want. Pleeeaseee, do that. This is pain in the ass already, and i like it, but i hate that i can't place belts and power poles :( For me - without belts and power poles it's just pain and nothing more.

I recommend trying this with Nougat Mining or Peppermint mining. That will severely reduce the difficulty of setting up mining in mid to late game.

To claim large sections of land in early game, point burner mining drills at cars in a long line. Once clear, you can replace a line of electric drills, belts, and power poles.

Sorry again for my offensive post. The one day before i make my mod-pack with main mod- DangOreus, i make plans for playthrough, blueprints, and stuff just in my head. And when i placed belt on ores i just... TRIGGERED XD (awful grammar, sorry) I'm just dumb in the first place :P I should realise belts are forbidden. So. If it's to hard, or too time-consuming, or simply you don't wanna do it, i just don't use mod... No big deal. But i appreciate optional exeptions for belts & power poles, or even chests only, for mid-late game, maybe some expensive research for that (make it late game, maybe space science late, or even mega base late,), optional too. Many possibilites. Sorry again. It's Your mod of course, do what you want. After all i don't wanna put pressure.
