Re-enables quality modules for asteroid reprocessing in Crushers, restoring the Factorio 2.0 behaviour that 2.1 removed. Also stops 2.0 saves from losing the quality modules already installed in crushers.

- Quality modules work again on the metallic, carbonic and oxide asteroid reprocessing recipes of the crusher, as they did in Factorio 2.0.
- Quality modules already installed in crushers are kept when loading a save migrated from 2.0 to 2.1 instead of being deleted during that migration.
- Works on reprocessing recipes added by other mods, and reports the recipes it changed in factorio-current.log.
