update needed for 0.18

Hey there,

This has now been updated :) Combat bots seem in a fairly good place since 0.17 so I don't feel this is as required as much as it used to be (personally) so I haven't play tested this much in 0.17/0.18. I've taken out the adjustments to the follower robot count techs for now.

its not really required but i love the idea that you are not racing the clock trying to "get the most" out of your resources ^_^
