- Halved the fuel cell consumption rate of the Fulgoran reactor. Note that the heat produced by one fuel cell is unchanged, they are just consumed more slowly. This change also halves the rate at which heat is emitted to heat pipes.

Tweaks the Fulgoran Nuclear Reactor so it still consumes 1.5GW (half the fuel cell consumption rate), but keep the original output of 6GW to prevent the breaking change to existing factories.
