Inserters will be able to interact with cargo bays on platforms and planets.

Add an option to toggle it to require All Inner Planets, All Planets or All Planets+Promethium pack to unlock. Would make it fairer I think. Just my 2 cents.
i currently have no plans to gate it behind research, it would make the mod needlessly more complex and it is already rather messy code.
