In the settings, you list:
Worker robot speed [0-20]
Worker robot cargo [0-3]
Inserter capacity bonus [0-7]
physical projectile damage [0-200]
Laser weapons damage [0-200]

Am I correct that without mods, at game start all of these values would be 0 until changed?

Actually the defaults are:

Worker robot speed [6]
Worker robot cargo [3]
Inserter capacity bonus [7]
physical projectile damage [6]
Laser weapons damage [7]

These are the maximum levels you can get before leaving Nauvis in an unmodded game. I'd love to change these depending on the loadout you choose but then you lose the ability to edit them. That's just hard coded into the game.
