With the particular modpack I am playing, there is a softlock involving electronic circuits and lead. It appears that the minimum set of mods needed to create this softlock is Lead, Tin, Vanilla Galore Continued, and Wooden Industry. (It is possible that Silica & Silicon is also required for the deadlock, as it does modify a number of the recipes in the chain.) Any time I enclose something in quotes below, I am using the game's internal name for something.
Specifically:

Lead is required to make solder. (The "solder" recipe is modified only by Tin.)

Solder is required to make electronic circuits. (The "electronic-circuit" recipe is modified by base, then space age, then Vanilla Galore Continued, then Graphite & Diamonds, then Tin.) (Note 1) (Note 2)

Electronic circuits are required to make an Assembling Machine 1. (The "assembling-machine-1" recipe is modified by base, then Vanilla Galore Continued, then Lead.) (Note 3)

An assembling machine 1 is required to make Woodchips. (The "woodchips" recipe is modified by Wooden Industry, then Silica & Silicon, then Vanilla Galore Continued.) (Note 4) (Note 5)

Woodchips are required to make charcoal. (The "charcoal" recipe is modified by Wooden Industry, then Silica & Silicon, then Vanilla Galore Continued.)

Charcoal (along with Lead ore) is required to make Hot Lead plates, which spoil to Lead plates. (The "lead-plate" recipe is modified by Lead, then Wooden Industry, then Hot metals, then Silica & Silicon, then Vanilla Galore Continued, then Wooden Industry.)
I believe the easiest solution to this might be to make Woodchips craftable in Lignumis' Burner assembling machine. This recipe being available in some other method that doesn't require electronic circuits or power (see note 5) would also work (e.g. making this available via handcrafting). I'm not sure if that would be balanced for Wooden Industries/Lignumis on its own, hence me making the post on Lead. I am willing to make the same bug report on one of those two mods if it's determined that would be the better thing to do. It took me some time to identify this deadlock and the potentially conflicting mods, and it's most definitely possible that I missed some relationship between the mods that would result in a cleaner/nicer solution. However, I am fairly confident that a deadlock does exist with this particular combination of mods.
In my playthrough, I got by this deadlock by cheating in pipes (for power) and an assembling machine 1. This allowed me to make the charcoal to make lead plates, which in turn allowed me to make more pipes and assembling machines. Note that this save is past the point of the deadlock, but may still be useful for syncing mod settings and looking at prototypes, etc.

Note 1: I am playing with Vanilla Galore Continued and Space Age Galore, both of which add new electronic circuit recipes. Only the base game "electronic-circuit" recipe has solder and graphite enabled by default. The mod I created for modifying data in this playthrough (called Xynariz Planetz Playthrough Modifications, attached to the save linked above) adds the graphite and solder into some of these alternate electronic circuit recipes. (Yes, as I am writing this report, I realize that all the recipes I add graphite/solder to have a ratio of 1 graphite:1 solder:1 electronic circuit, while the base "electronic-circuit" recipe has a ratio of 1 graphite:1 solder:2 electronic circuits. I'll update my mod after this bug report.)
Note 2: This bug report could also be seen as a potential request for more built-in compatibility between BZ mods and Vanilla Galore/Space Age Galore. However, that would be a stretch goal.
Note 3: This also causes two different deadlocks with the Graphite mod. One deadlock is described in the report I made over there (https://mods.factorio.com/mod/bzcarbon/discussion/67a9096038c697a93a069ebb). The second deadlock is that electronic circuits require graphite, mining graphite requires steam creation, steam creation and transport both require pipes, and pipes require lead plates. However, decoupling lead plate creation from electronic circuit production would solve this particular deadlock.
Note 4: This recipe is also available in the Basic Crusher (which is modified by Silica & Silicon, Wooden Industry, Castra, Janus, and Maraxsis). However, this item requires both lead plates to craft and power to operate (see note 5) so this doesn't solve the deadlock.
Note 5: The assembling machine also requires power to run. Power requires pipes (for the offshore pump, boiler, and steam turbine), and pipes require lead plates. So any recipe or machine that requires power to run or pipes to craft won't work to solve this deadlock.
