Yeah this was an old recipe update that must have stopped working at one point, and been fixed by those recent compatibility changes.
As for intended -- It may be a bit of an outdated choice, but I'm going to wait to change it. The upcoming Noble Metals mod is in progress, and at some point during development of that, I will be doing a pass at all module tiers in Vanilla/K2/SE, and likely some other mods. This will affect most BZ mods to some degree, so it'll make more sense to update Lead at that point too.
In the meantime, if you prefer, you can add effectivity-module
to the Bypass mod setting for Lead.
