I'm unable to research atomic artillery shells in 0.18.6 (within seablock pack)
fiddling with the files it seems like it's actually incompatibility with another mod so I understand not bothering with it, but anyway:
the research had prerequisite on Kovarex Enrichment Process, and the Nuclear Fuel mod for disables it
