Adds a small planet to the shattered planet space location where promethium science can be made. The entire surface is covered in promethium ore and an electric grid with free power.

I moved the Shattered Core from BM: Balack to separate mod because I am not happy with it and wanted to remove it from the modpack while still letting those who want keep using it.
