Your Belt Sorter requires automation core, steel chest, and steel plates. The mod "Foundry" by Brevven has a new tech called "Steel Processing" that has the effect of unlocking steel chests and steel plates. Perhaps you could modify your mod so that if someone has that "Steel Processing" tech from the "Foundry" mod by Brevven that your "Belt Sorter" tech becomes dependent on the "Steel Processing" tech.
