Balanced Waterfill

Adds a more balanced counterpart to other, popular waterfill mods. Keeps buildings, spidertrons, cliffs, and other entities safe from being destroyed by waterfill, while still letting you use offshore pumps wherever you like. Highly configurable, and fully compatible with several popular mods including Space Exploration and Cargo Ships. Walkable to prevent you from making impenetrable defenses.

The mod adds a Collison mask to every placeable tile to workaround some engine limitations for collisions, since existing collison layers sometimes aren't specific enough for certain interactions.

Not much I can do without dropping a lot of the mod's functionality unfortunately.

OK, I haven't found the technical reasons yet, because I don't have the time to take a closer look, but if I exclude inserter on a test basis, nothing bad will happen ;-)
do you have the time and inclination to explain to me what would happen if you do not change the mask?
This is not essential, just to satisfy my curiosity.
