b Empty filter does not work the same way as in vanilla entities

If you open AL+ chest's and Filter inserter's GUIs, you can see that they work different ways.

Filter inserter:
- Empty Whitelist β€” pick up nothing, and put nothing,
- Empty Blacklist β€” pick up and put everything.

AL+ chest:
- Empty Whitelist β€” pick up and put everywhere (all entities),
- Empty Blacklist β€” pick up and put everywhere (all entities).

I think it should be fixed to the same way.
Also migrate:
- replace all Empty Whitelists to Empty Blacklists in AL+ chests
- make Empty Blacklist as default option for new placed AL+ chests (or make it optional via settings β€” the default option for the Filter inserter is "Empty Whitelist", but it will be unusable for AL+ chests)

Note: Empty Whitelist for AL+ chest may looks like unusable (do nothing, act like a vanilla chest), but it can be used for preconfiguration:
If you put some uranium ammo in there, the AL+ chest will move it to the nearest turrets, but if you plan to just keep it there and use lower tech ammo first - it will make a mess. Maybe you want to use uranium ammo for advanced turrets from mods, and plain "yellow" ammo for vanilla turrets. Now to avoid the mess you should set up filters first, and only then put different types of ammo in the chest. If we get this fix - we will be able to do it at the same time.
