Seems to be only affecting players that use the 1.0 client and devs decided on "wont fix". Well.. most mods are already upgraded to 1.1 and it's more stable and featured than 1.0 at this point.

Just the stable version has "underwater rocks" and still many players play with Factorio 1.0
