If you run the game in a bigger monitor or with a laptop plugged with a monitor, and than you drag the unit control bar just above the hotbar, when you save and close the game, switch back to a smaller monitor or just the laptop onboard monitor, than when you lunch the game again, it is impossible to get the unit control UI back on screen.
It is probably outside window boundaries
