Time tools : clock, daylight, game speed tweaks and clock combinators!

i would like to be able to set the gamespeed to x2 permamently without anyone be able to set it lower , unless there have permission or admin for it
Can look into this at a time. Maybe not 'admin' but 'host' locking, will see what I can do.
Version 1.0.37 & 1.18.37 should now do this for you.
