A few tweaks to make Fulgoran lightning storms more threatening. Part of Space Age: Hardcore Mode.

Changes

Lightning deals 3x damage.
Storms have some randomness to their duration. This also affects the energy economy, providing more gradual elasticity with the number of accumulators built.
Lightning is able to hit locomotives.
