A few tweaks to make Fulgoran lightning storms more threatening.

Lightning deals 2.5x damage.
Storms have some randomness to their duration. This also affects the energy economy, providing benefits to scaling up accumulators built beyond the average power in one night.
Lightning is able to hit locomotives.
