I'm a bit rusty when it comes to factory, but:

here's whats happening:
1. The inserter takes repair kits from the requester chest.
2. The inserter puts repair kits into the repair turret.
3. The requester's chest needs more repair kits, so request them.
4. The logistic bots grab repair kits from the repair turret.
5. The logistic bots put the repair kits into the requester's chest.
Repeat steps 1-5 ad infinitum.

That... seems like a bug?

Yes this sucks too. As if you send a repair kit to a turret it causes an infinite loop if it's a active provider or buffer.
