Seems to be issues with some buildings not being built. For example I can have the repair turrets build an assembler but they do not place laser or tesla turrets. They also do not place substations or large poles, but do place medium and small. Quality levels do not appear to influence this.

I have noticed a similar issue. For me, it is when you superbuild something over a belt, and it automatically places the underground belts. Those underground belts won't place. If you delete them, then hit UNDO, it works fine.
