When Russian language is selected in the game settings, all items, buildings, descriptions and settings still remain in English.
At first I thought that the Russian language simply wasn't in the mod, but when I opened mod as an archive I saw that it was there.
As I understood, the error is that instead of, for example, "RRR-realistic-reactor-interface", as in the English localization file, the Russian localization file simply says "realistic-reactor-interface", without "RRR", and the game does not find the required object/item/description.

P.s: Sorry for any mistakes, due to my low level of English I used a translator to write.

Update: I checked a bit more, and in general in the rus localization file many in-game names of things are outdated or incorrect
