Remove decorations prior to placing entities or tiles. In real life you would not build a house/road and leave the bushes below it, would you?

Edit: ok, I do ... will debug when sober.
Unfortunately gleba often uses multi-tile decorations, so you need to build over the correct tile for the bush to disappear.
I can try to increase the cleaned area by 0.5 or so, but I cant really reproduce your growth issue in the screenshot.
Can it be that the mod was loaded after that has been built?
I increased the cleanup area by 0.6, so it should clean up better. Please try.
it does seem to resolve the situation for these specific examples. I will let you know if i find more issues.
