hey
mod option - ending enemy lvl is only about health or it change also their factions ? if i set it to 7 will i ever see juggernaut ?

Only health, attack range, etc.

Faction tiers depend only on the % of evolution. For example, Tier 2 becomes available to biters at ~15%, tier 3 ~27%
Tier 9 (Juggernauts) ~ 82%
