Sorry bugtesting fail, I was wrong about reporting this as a bug. Must be another mod doing something wasn't aware it was doing. Feel free to remove this post.
Sorry for the late reply, but what are construction protection zones? Is that a mod? I'll have to see how it is being handled to know what I can do to fix the problem.
