Similar to the first thread, this mod was causing a microstutter every few seconds. I hadn't even progressed far enough in the game to use the mod. Heavily modded ATOM playthrough. When I enabled Show Time Usage it was clear it was this mod that was the culprit. (0.097/0.075/119.399).

The issue was caused by heavy periodic surface scanning, which became problematic in modded playthroughs with many containers/items on ground
