Disallows quality modules in recyclers, leaving quality production chains as the only way to make higher-quality items. An optional setting buffs the effect of quality to compensate.

I just tested this mod with just base and quality enabled and Space Age disabled and still got the same crash with the same message.
When I tested it with Space Age, Quality, and Elevated Rails and no other mods enabled, I didn't get any crashes or error messages.
