This is a story driven mod, like a campaign with lots of challenges, now enhanced with Space Exploration. Your team was hired by MSi (Mining Space Industries) with a purpose: extract mineral riches from a distant planet. But you had a terrible accident when landing. b HAL and peaceful settings issue (with SE)

SE v0.3, peaceful mode, global enemy baze size ~33%
We scanned all objects in our solar system (with surface creation), but hal not spawned. Planets in other solar systems cannot be scanned by satellites from our system.
Found issues:
All objects have enemy base size <= 1, causes your event not triggered.
When i changed this conditition and trigger event by delete/create surface of moon with highest enemy base size - hal spawned on first explored nauvis moon. (trigger surface is third explored moon)
Peaceful mode option doesnt matter really (We use it to optimize ups in our game)

Yeah, hal spawned successfully after changing event condition in msi code.
Suggestion: read enemy spawning settings to determine realistic condition fir spawning hal. Specially, if players decided to "none" enemy bases options - completely remove enemies from msi storyline
