Recycling (with the recycler and asteroid chunks) no longer accepts quality modules. Miners and smelters still accept quality modules, but other than that only the more basic intermediates can be improved with quality modules.

Obtaining every kind of item of every quality level should still be possible - by starting with quality raw materials. If it isn't, please report a bug.
