This mod increases the rolling sound of wagons so that trains sound more like actual trains, instead of zooming by silently. This is more relevant if you use longer trains. If you only use short trains or locomotives on both ends, you might not even have noticed that wagons are quiet because the locomotive engine sound is drowning out the rolling sound of any wagons.
