LTN does not actually do anything with surfaces. The API basically exists to work with the Space Exploration Space Elevator. If there is a similar thing that can move trains from one surface to another (well, it is destroying the original train and creating a new, identical one on the new surface), then it can be made to work with LTN through that API.
