Ok, I also saw the bug report on github but I am not sure I really understand the problem. The screen shot clearly shows two distinct cargoes (same items, different quality) and my french is good enough that I understand the "AND" and "OR" conditions and they look ok.
What should it be doing? I tried this in my test bed and it behaves as expected. I'd really like to help you but I need to understand the problem first.
