b [Fixed] Using upgrade planner to downgrade leaves behind light artifact

Hi,

Love the mod - been using it (and ancestors) for years.

I have found a bug:
- Place a lighted pole
- Using upgrade planner (and bots)
- Downgrade pole to non-lighted version
- Remove pole
= light artifact remains, complaining of no power

It appears the upgrade planner does not remove the light artifact when downgrading.

That's quite the niche use case. I'm not sure it would be worth the overhead.
Handling upgrades requires constant surface scanning to capture request proxies. https://forums.factorio.com/viewtopic.php?f=28&t=72240#p454052

As for removing existing ghost lights.
Either place and remove a lighted pole on top or restart with changed mods.

Update:
I've hooked a lamp search and destroy in the entity creation event. Seems to work fine with upgrades without breaking anything.

After doing more tests I found that the problem is caused by the Electric Resistance mod.
