Republished Belt Buffer 0.17+ (badway/clonan)

DEPRECATED. I can not suggest usage in new maps, because there are some unfixed issues from previous version. (e.g. issues with blueprints)
I did republish this mod for compatibility with existing maps only. I currently have no plans to fix the old issues.
