Well it's not weird : I'm not the author of Metal and Stars and I have no clue about how it handles recipe changes. The two mods are unrelated.
IPL adds its own recipes based on items added by IPL. These changes are made at data stage, in the first pass of data.
IPL Starter Pack is based on the vanilla starter pack and copies it, then inserts its own ingredients. I cannot know what other mod creators do with recipes.
What you stated suggests that Metal and Stars probably doesn't modify the base starter back but adds its own alternative recipe based on its ingredients.
If you want the IPL starter pack to have an alternative recipe balanced/compatible with Metal and Stars, your best bet would be to ask this on the Metal and Stars page so this mod eventually adds an alternative recipe.
