Seems to count modules individually, but with a small overflow with 10 it seems when the modules reach 1000 alone. Progression on the worksite halted to almost none because of this, but when i up the limit it again finds items. Thanks in advance!
Modules are counted for each request proxy. It can go over the limit by however many module slots that proxy has.
