b Usage Priority Shouldn't Be Solar

The alien power generators have their usage priority set to "solar" - this causes them to work like solar panels and turn off at night, which I assume is unintended - especially since it makes fortresses mostly defenseless at night. Changing using priority to primary-output instead fixes this.
