Re-implements 1.1 expensive recipes in 2.0.

Has mod settings to disable individual recipes.

Also includes extra changes that are off by default:
- More expensive buildings (assembler 1/3, solar, accumulator, refinery, chemplant)
- More expensive intermediates (copper cable, engine, elec. engine)
- More expensive uranium (more acid used, more ore to refine, more U238 per U235, fewer cells, worse reprocessing, more U238 for ammo)
- Disable productivity on enrichment
Original 1.1 recipes are marked as Vanilla, non-breaking custom recipes as Extended, and breaking custom recipes (such as ones with byproducts) as Overhaul.

Future plans (not guaranteed):
- Additional recipe changes based on suggestions (make them in Discussions)
- More intermediate recipes (such as for quantum processors)
- Add U238 to High Tech packs to give uranium a purpose, and put all uranium techs (other than ore processing) behind it
- Make ammo used on platforms more expensive
- Make rockets and railgun ammo require a tiny bit of something not available in space
- Make lava processing more expensive (probably just require way more lava so you need multiple pumps)
- Make scrap processing give you a lot of something you don't really need, or possibly a junk item not useful on fulgora
- Mess with gleba recipes in some way, probably making catalytic recipes worse
