This is a very simple mod that unlocks the 3 quality-related techs on game start:
1. Quality Modules (alongside the "Uncommon" and "Rare" qualities)
2. Epic Quality
3. Legendary Quality

That's it. Nothing more, nothing less. It will obviously break game balance so don't complain about that.
