Somehow holmium plates don't unlock for me, i do have the settings that Aquilo is on Fulgora, the technology says it should unlock when i craft holmium ore. I did mine some holmium ore from Fulgorite, but the plates don't unlock.

but perhaps it was not my brightest moment and i should just recycle until i have "crafted" a holium ore. So far, i've only mined it...

Yes, the plate technology unlocks when you "craft" the ore, through recycling scrap.
