As the title says, starting a new game with that option enabled and only your mod activated makes it impossible to build mining drills, stone furnaces, etc. in Nauvis due to surface restrictions, they can only be built in Fulgora.

You will want to make a new map, I made very significant changes to how Aquilo on Fulgora is generated.

I am investigating.
After upgrading to 0.4.1 or 0.4.2 mining drills can not be crafted on Nauvis?
I do see that the electromagnetic science pack does have a crafting restriction, and I will fix this.
But I do not see an issue with mining drills.

I have uploaded 0.4.3, it removes surface conditions, including the electromagnetic science pack.
