A couple of small tweaks to SE + K2. Space pipe and underground belt length increases and some power consumption changes for a few machines for right now.

- Atmospheric condenser maximum power draw reduced to 0.25 MW, in line with K2 default.
- Electrolysis plant maximum power draw reduced to 0.375 MW, in line with K2 default.
- Space underground pipe distance increased to 30, matching steel pipe underground distance.
- Space underground belt distance increased to 20, matching express belt underground distance.
