Adds a new train station (Dispatcher) that dispatches waiting trains to a station when a dispatch virtual signal is received (target station ID is provided via the signal).

this mod is exactly the thing which was missing un the vanilla factorio!!!
I trying a map with all dispacher stations with the same name, and all directions are choose with combinators
--> less trains, better ressource distribution!!
