Adds a chest balancer, which evenly distributes items across connected chests. Supported directions are left-right-top-bottom.

Features:
- Place a balancer between chests to automatically balance their contents.
- Supports 'daisy chaining' - you can place multiple chests with balancers and they are part of one 'group' as long as they follow the supported directions.
- If chest(s) in a group contain different items, the balancing stops.
- Items of different qualities are balanced independently.
- Works with all chest types (that I've tested).
- Low UPS impact - balancing runs every 90 ticks and groups are only calculated on placement.

Note: The balancer uses Lamp texture, if someone other than me ever sees this mod and wants to contribute with a custom sprite, just let me know :D
