Chem plant 1 can be placed outside dome but none of the others. You start by needing them to make the hydro plant. Next issue is you need a ton of sand to automate glass chlorine and some other things but can only get stone from smelting plates. The base mod you could just mine the surface for sand, kind of forces you to import it. Not sure if its intended change makes it kind of pointless to even smelt ores.
