Adds the Ofenhocker, a gas bell with a brain that rises out of Aquilo's ocean, drifts round your factory and settles down to warm itself on your heating towers and reactors.

Changes:
- Ofenhockers arrive much more often: the first within 15 minutes, then each a little later the more are perched,
so they come back quickly when the factory has gone cold.
Bugfixes:
- Fixed that lightning rods and collectors couldn't be built on Aquilo to catch the Ofenhockers' bolts.
- Fixed that Ofenhockers might not arrive when most warm heating towers and reactors were far from the ocean.
