g Corrosive Solution Recipe Can Output Incorrectly

The Corrosive Solution recipe says it outputs 95% Corrosive Solution and 5% Empty Solution Container. I believe this means that we will either have a Corrosive Solution or an Empty Solution Container with more change of Corrosive Solution. However, I've noticed that there can be 1 of these output, both of them output, or none of them output. It seems like every cycle, there is a 95% chance that a Corrosive Solution can output irrespective of if the Empty Solution Container is made.

I'm thinking it should be an exclusive or (only 1 but not both and not none)
