I finished downloading the mod manually and putting it into my Factorio Mod folder manually. It works as intended and did fix the issue of the sprite speed but for whatever reason, the Factorio mod site is throttling the download speed so low that it keeps stopping. Until they fix it on their end, the only way to get the mod is manual downloading and refreshing the download as it stalls.
